Zero Waste, Energy Efficiency and capacity building program:

Initiated in 2013 with the aim to make the Wilaya (province) of Oran a model region for waste management and valorization, the “Zero Waste, Energy Efficiency and Capacity Building” program is supported by the National Government of Algeria and is, as of today, one of R20’s largest implemented programs. Following a partnership agreement between R20 and the Ministry of Environment, a regional office, R20 Office for Mediterranean Regions (R20 MED), was installed in Oran to facilitate and bring together local decision-makers, technology providers and investors.


R20 worked hand in hand with national and local institutions, technical and academic partners, national and international investors and civil society to develop and implement an Integrated Solid Waste Management (ISWM) system. This comprehensive and locally-adapted system allows for waste to be more efficiently collected, sorted, recycled, composted, valorized and treated.


R20 also contributed to the development and implementation of energy efficient infrastructure projects in Oran. Together with local authorities, partners from the environment, energy and housing sector, as well as representatives of the architectural and manufacturing industries, R20 created an eco-housing “think tank and action platform”, which aims at integrating sustainable practices and energy saving systems in the construction industry. Through R20 MED offices, the implementation of LED street lighting projects was also facilitated.

Photometric study of street lighting and feasibility study of LED retrofitting project.

Development of a geographic information system (GIS) platform and mapping of the entire public lighting network.

Launch of an LED street lighting pilot project.

Inauguration of a public park in east Oran equipped with LED street lighting.


Capacity building and training is an important aspect of project identification and plays a crucial role in R20’s value chain. This is why, with the support of local authorities and partnerships with the Ecole Nationale Supérieure des Mines in Saint-Etienne (France), the National Polytechnic School of Oran (Algeria) and the Senghor University of Alexandria (Egypt), R20 has created a specialized Master’s program to help political decision-makers develop green infrastructure projects.
